Each band below is one kind of obligation. Every dot is a real rule in the registry, placed by the number it sets, on a scale that runs from the smallest number on the left to the largest on the right. When the dots are spread wide, the world disagrees on that number.

A shorter deadline is not automatically “better” and a longer retention period is not automatically “stricter.” Context decides. The Atlas deliberately never ranks jurisdictions; it puts the real numbers next to each other so a qualified professional can make the call.
