Commission Implementing Regulation (EU) 2025/2599, adopted on 11 December 2025 and published in the Official Journal of the European Union on 17 December 2025, opens a duty-free tariff quota for the year 2026 for the import into the Union of certain goods originating in Norway resulting from the processing of agricultural products. The regulation applies from 1 January to 31 December 2026 and covers products classified under CN codes 2202 10 00, ex 2202 91 00, and ex 2202 99, including waters containing added sugar or flavouring, non-alcoholic beer containing sugar, soya-based beverages, and other non-alcoholic beverages containing sugar. The total quota volume is 23.029 million litres under Order No 09.0709. The legal basis for this regulation is Regulation (EU) No 510/2014 and Council Decision 2004/859/EC concerning the Agreement in the form of an Exchange of Letters between the European Community and the Kingdom of Norway on Protocol 2 to the bilateral Free Trade Agreement. Duty-free imports of the listed goods originating in Norway are permitted only within the quota limits, with a preferential duty of 0.047 EUR/litre applicable for quantities imported above the quota volume. The quota is to be managed by the Commission in accordance with Articles 49 to 54 of Implementing Regulation (EU) 2015/2447, on the basis of the chronological order of dates of acceptance of customs declarations for release for free circulation. Rules of origin laid down in Protocol 3 to the bilateral Free Trade Agreement between the European Economic Community and the Kingdom of Norway shall apply.
