What Regulation (EU) 2015/755 of the European Parliament and of the Council of 29 April 2015 on common rules for imports from certain third countries requires
This Regulation lays down common rules for imports from certain third countries that are not WTO members, based on freedom of import subject to surveillance and safeguard measures. Member States inform the Commission where import trends call for action (Article 2). The Commission may set quantitative limits or take protective action where imports cause or threaten serious injury to Union producers (Article 9), introduce import surveillance (Article 10), and adopt safeguard measures where the conditions are met (Article 15), in accordance with the relevant committee procedure.
