What Regulation (EU) 2015/478 of the European Parliament and of the Council of 11 March 2015 on common rules for imports requires
This Regulation establishes common rules for imports into the EU based on the principle of freedom of import, together with surveillance and safeguard mechanisms. Member States inform the Commission where import trends call for surveillance or safeguard measures (Article 2). The Commission may introduce prior Union or regional import surveillance (Article 12) and, where increased imports cause or threaten serious injury to Union producers, may adopt safeguard measures such as quotas or duties in accordance with the examination procedure (Article 16).
