Directive 2014/25/EU of the European Parliament and of the Council of 26 February 2014 (the Utilities Directive) establishes EU-level procurement rules for contracting entities operating in the water, energy, transport and postal services sectors. Arts. 7 to 13 define the covered activities and the categories of contracting entities (contracting authorities, public undertakings and private entities with special or exclusive rights).
