What Directive (EU) 2024/1275 of the European Parliament and of the Council of 13 March 2024 on the energy performance of buildings requires
The recast EPBD 2024 mandates that all new buildings must be zero-emission as of 2028, with public buildings leading by 2026. It requires Member States to establish renovation passports, enforce Minimum Energy Performance Standards (MEPS) for existing buildings by 2030, and implement solar readiness or installation on suitable rooftops.
