This regulation requires providers of internet access services (IAS) in the EU to treat all traffic equally, without discrimination, restriction, or interference, regardless of sender, receiver, content, application, service, or terminal equipment. As mandated by Article 3, providers are prohibited from blocking, throttling, or engaging in paid prioritization of internet traffic, subject to limited and clearly defined exceptions.
