Commission Implementing Regulation (EU) 2025/1328, adopted on 30 June 2025, implements Directive (id) 2024/1275 by establishing common templates for transferring information from national energy performance of buildings databases to the EU Building Stock Observatory. The Regulation sets out the structure, format, technical details, and process for annual transfers, with the first transfer due by 15 March 2027 covering data from the period between 29 May 2026 (transposition deadline) and 31 December 2026. Member States must transfer aggregated, anonymised data at country level, excluding personal data under Regulation (EU) 2016/679. Data to be transferred includes: share of buildings covered by valid energy performance certificates (EPCs), number and floor area of buildings with issued EPCs, average primary and final energy use, cumulative energy consumption and on-site renewable production, operational GHG emissions, life-cycle GWP, building smart readiness indicator scores, number of issued renovation passports with estimated savings, number of inspections of heating/ventilation/air-conditioning systems, and public information on total national building stock. Templates in Annex I cover general information, EPC scheme descriptions, building stock totals by type and energy class, and formulas in Annex II govern aggregation. The Regulation is binding in its entirety and directly applicable in all Member States.
