What International Convention on Civil Liability for Oil Pollution Damage, 1992 Protocol requires
The 1992 CLC Protocol establishes strict liability for shipowners of seagoing oil-carrying vessels over 2,000 tons for pollution damage occurring in the territory, territorial sea, or exclusive economic zone (EEZ) of a State Party.
