The Animal Welfare (Sentience) Act 2022 (c. 22) recognises animals as sentient beings in United Kingdom law and creates a mechanism for scrutinising the effect of government policy on animal welfare, administered by the Secretary of State for Environment, Food and Rural Affairs. Section 1 requires the Secretary of State to establish and maintain an Animal Sentience Committee. Section 2 empowers the Committee to produce a report where it appears that the government is or has been formulating or implementing any policy, and the report sets out the Committee's view on whether, or to what extent, the government is having, or has had, all due regard to the ways in which the policy might have an adverse effect on the welfare of animals as sentient beings. Section 3 requires the Secretary of State to lay before Parliament a response to any such report. Section 4 enables the provision of information to support the Committee's functions, and section 5 defines the animals to which the Act applies, namely any vertebrate other than a human being, any cephalopod mollusc, and any decapod crustacean. Section 6 governs extent, commencement, and the short title. The Act does not confer a power to block policy but creates a transparency and accountability duty centred on animal sentience.
