What UK Plant Health Act 1967 Section 2 - Control of Introduction of Pests into Great Britain requires
A competent authority may make orders for preventing the introduction of pests into Great Britain. Where landing in Great Britain of plants, trees, bushes or their parts or produce is likely to introduce or spread pests, orders may prohibit or regulate the landing of such articles and authorise their destruction if landed, without affecting customs penalty or forfeiture provisions. References to landing include importation through the Channel Tunnel system as defined in the Channel Tunnel Act 1987.
