Section 19 restricts the practice of veterinary surgery by unqualified persons, making it an offence for a person who is not a registered veterinary surgeon or registered veterinary practitioner to practise, or hold himself out as practising or as being prepared to practise, veterinary surgery, subject to the exemptions in Schedule 3. Section 20 prohibits the use of practitioners' titles by unqualified persons. The Act is the foundational professional regulation regime for veterinary surgeons.
