What Rulemaking Proceedings Under Section 1201 of Title 17 - Prohibited Circumvention of Technological Protection Measures, Triennial Review Process, and Temporary Exemptions requires
This regulation implements Section 1201 of Title 17 of the U.S. Code, which prohibits the circumvention of technological protection measures (TPMs) that control access to copyrighted works. Every three years, the Copyright Office conducts a rulemaking to evaluate and renew temporary exemptions to this prohibition, such as for security research, archiving, and encryption research.
