Section 143 provides for inspection of dairies and plants and allows the Secretary to accept a certified statement of a duly authorized foreign official in lieu of inspection and to waive requirements. Section 144 makes it unlawful for any person in the United States to receive milk or cream imported other than in accordance with the subchapter, and section 145 makes a violation punishable by a fine of not less than 50 dollars nor more than 2,000 dollars, or imprisonment for not more than one year.
