What Intervention on the High Seas Act, 33 USC 1471-1487 requires
The Intervention on the High Seas Act, codified at 33 USC 1471 and following, implements the 1969 Intervention Convention and its 1973 Protocol in US law. Section 1471 defines the Convention, the Protocol, convention oil, ship and the Secretary (the department in which the Coast Guard is operating). Section 1472 authorises the Secretary, without liability for damage to ship, cargo, crew, underwriters or other interested parties, to take measures on the high seas to prevent, mitigate or eliminate a grave and imminent danger to the US coastline or related interests from pollution or threat of pollution following a maritime casualty, except as provided in Section 1479.
