What Passenger Vessel Services Act, 46 USC 55103 requires
The Passenger Vessel Services Act, codified at 46 USC 55103, restricts the coastwise transportation of passengers. Section 55103(a) prohibits a vessel from transporting passengers between ports or places in the United States to which the coastwise laws apply, directly or via a foreign port, unless the vessel is wholly owned by citizens of the United States for purposes of engaging in the coastwise trade and has been issued a certificate of documentation with a coastwise endorsement. Section 55103(b) sets the penalty at $300 for each passenger transported and landed in violation of subsection (a).
