Brazil's Lei 9.433 de 8 de janeiro de 1997 (Politica Nacional de Recursos Hidricos - PNRH) establishes the National Water Resources Policy and the National Water Resources Management System (SINGREH). Water is a public good and a scarce natural resource with economic value. The law creates four management instruments: water resources plans (planos de recursos hidricos), classification of water bodies by prevailing use (enquadramento), water rights grants (outorga de direito de uso), and water use charges (cobranca). The ANA (Agencia Nacional de Aguas e Saneamento Basico, created by Law 9.984/2000) regulates federal water bodies. River Basin Committees (Comites de Bacia Hidrográfica) are the decentralised participatory governance bodies.
