Article 13 of Regulation (EU) 2024/1689 requires providers to design and develop high-risk AI systems so that their operation is sufficiently transparent to enable deployers to interpret the system's output and use it appropriately, and to accompany them with instructions for use containing concise, complete, correct and clear information. The instructions must cover the provider's identity and contact details, the system's characteristics, capabilities and limitations of performance including its intended purpose and levels of accuracy, robustness and cybersecurity, human oversight measures under Article 14, computational and hardware resources needed, expected lifetime and maintenance measures, and mechanisms for collecting, storing and interpreting logs in accordance with Article 12. It applies to all providers placing high-risk AI systems on the EU market or putting them into service.
