This Regulation improves aviation safety by ensuring that relevant safety information relating to civil aviation occurrences is reported, collected, stored, protected, exchanged, analysed and followed up (Articles 1 and 3). It requires mandatory reporting of occurrences that may represent a significant risk (Article 4) and voluntary reporting systems (Article 5), with collection and storage by organisations and authorities (Article 6), quality and content requirements for reports (Article 7), storage in the European Central Repository (Article 8), and a just-culture approach protecting reporters from penalties save in cases of gross negligence or wilful misconduct.
