What Directive (EU) 2024/1275 of the European Parliament and of the Council of 24 April 2024 on the energy performance of buildings (recast) requires
This directive mandates that all new buildings be zero-emission buildings (ZEBs) by 2030 (2028 for public buildings) and requires EU Member States to establish national building renovation plans to achieve a fully decarbonised building stock by 2050, including phasing out fossil fuel boilers by 2040 (Article 7 & 9). It also strengthens requirements for Energy Performance Certificates (EPCs) and introduces a voluntary Renovation Passport scheme.
