This regulation establishes a horizontal framework for the safety of all consumer products in the EU, requiring economic operators to ensure that no unsafe products are placed or made available on the market (Article 4). It applies to all consumer products not covered by specific harmonisation legislation and mandates risk assessment, traceability, incident reporting, recalls, and cooperation with market surveillance authorities via the Safety Gate (RAPEX) system.
