What EU Marine Strategy Framework Directive 2008/56/EC - Good Environmental Status, 11 Descriptors and Marine Strategy Cycle requires
Directive 2008/56/EC of the European Parliament and of the Council establishing a framework for community action in the field of marine environmental policy (Marine Strategy Framework Directive, MSFD) is the integrative environmental pillar of the EU Integrated Maritime Policy. The Directive requires Member States to develop a marine strategy for each Marine Region or Subregion (Baltic Sea, North-east Atlantic Ocean, Mediterranean Sea, Black Sea) to achieve Good Environmental Status (GES) of marine waters by 2020 and maintain it thereafter. GES is defined under Article 3(5) by reference to 11 qualitative descriptors set out in Annex I: biological diversity, non-indigenous species, commercially exploited fish and shellfish, food webs, eutrophication, sea-floor integrity, hydrographical conditions, contaminants, contaminants in seafood, marine litter, and energy including underwater noise. Article 5 establishes a six-year marine strategy cycle covering initial assessment (Article 8), determination of GES (Article 9), environmental targets (Article 10), monitoring programmes (Article 11) and programmes of measures (Article 13). Commission Decision (EU) 2017/848 sets criteria and methodological standards for GES.
