What Regulation (EC) No 1071/2009 of the European Parliament and of the Council of 21 October 2009 establishing common rules concerning the conditions to be complied with to pursue the occupation of road transport operator requires
This Regulation governs admission to and pursuit of the occupation of road transport operator (Article 1). An undertaking must have an effective and stable establishment, be of good repute, have appropriate financial standing, and have the requisite professional competence (Article 3), and must designate a transport manager who effectively and continuously manages the transport activities (Article 4). It sets the conditions for each requirement (Articles 5 to 8) and procedures for authorisation, monitoring, suspension and withdrawal (Articles 11 to 13).
