What ILO Convention No. 147 (C147) - Merchant Shipping (Minimum Standards), 1976 requires
ILO Convention No. 147 requires States to have laws for ships registered in their territory laying down safety, social security and shipboard employment and living standards substantially equivalent to the relevant international conventions, to exercise effective jurisdiction and control, to verify conformity, to provide procedures for the engagement of seafarers and the investigation of complaints, and to apply port-state control where a ship calling at its port does not conform to the standards.
