ILO Convention No. 149 requires States to adopt and apply a policy concerning nursing services and nursing personnel that provides the education, training, employment and working conditions likely to attract and retain persons in the profession, to regulate the practice of nursing, to ensure the participation of nursing personnel in decisions affecting them, to provide conditions of employment and work at least equivalent to those of other workers, and to improve occupational health and safety adapted to the nature of nursing work.
