This regulation establishes absolute liability for damage caused by space objects on the surface of the Earth or to aircraft in flight, and fault-based liability for damage caused elsewhere in space. It applies to all State Parties responsible for launching or procuring the launch of space objects, under Article II and Article III of the Convention.
