EO 14117 directs the Attorney General to issue regulations to prohibit or restrict the transfer of six categories of bulk sensitive personal data and government-related data to countries of concern or covered persons. The six categories are: (1) Human genomic data; (2) Biometric identifiers; (3) Personal health data; (4) Personal financial data; (5) Precise geolocation data; (6) Certain personal identifiers when combined with other categories. The countries of concern initially designated are China (including Hong Kong and Macau), Russia, Iran, North Korea, Cuba, and Venezuela. The implementing rule was issued at 28 CFR 202 (December 2024) and took effect April 8, 2025. The Order also coordinates with CISA security requirements for restricted transactions, HHS rules on genomic and health data, and Treasury rules on financial data.
